Fred Combs joined Lextran in 2016 and is currently serving as Lextran’s General Manager.
Previously, Fred served as the Director of Planning, Technology, and Community Relations where he oversaw a team dedicated to the agency’s technology, building relationships with the community, implementing capital projects, marketing, and long-range planning, among other functions.
In the past year, Fred helped secure roughly $10 million in competitive federal grant awards to incorporate additional compressed natural gas, hybrid electric, and battery electric vehicles into Lextran’s fleet. With Fred’s leadership, Lextran completed a Comprehensive Operations Analysis in 2022 that evaluated the alignment of resources and mobility needs in Lexington and is currently planning the implementation of recommended service improvements in 2023.
Fred also serves as Lextran’s Disadvantaged Business Enterprise Liaison Officer, the Chair of the Lexington Area MPO’s Transportation Technical Coordination Committee, and on the advisory board of Bluegrass Community and Technical College’s Architectural Technology program. Fred is a certified planner as designated by the American Institute of Certified Planners.
Randolph Williams Jr began working with Lextran in 2023 as the Assistant General Manager. He brings 16 years of transportation experience with him from several areas. In 2008, he started as a dispatcher in Baltimore, Maryland and since has served in several leadership roles such as Supervisor for various departments, Operations Manager, Safety Manager, General Manager, and Assistant Director. “I am excited to be a part of the Lextran team and look forward to serving the community with mobility solutions!”
Chris Withrow began his journey with Lextran in 1999 after serving as a mechanic in the Marine Corps from 1993-1997. Chris has served Lextran as a mechanic, maintenance supervisor, maintenance manager, parts manager, and currently, he holds the position of Director of Maintenance. On a typical day, Chris oversees all daily operations in the maintenance department including vehicle maintenance, facility maintenance, and the parts department.
Emily Elliott started with Lextran in 2017 as the Community Relations Coordinator. She became the Community Relations Manager in 2018 and took over Customer Service. The focus of her work centers around engaging passengers and the community to better understand how Lextran works and the value the service brings to Lexington.
Jason Dyal began his Lextran journey in 1998 as a Bus Operator. He continued to grow within the organization and became an Operator Trainer, Street Supervisor, and Dispatch Supervisor prior to leaving in 2011. During his time away from Lextran, Jason continued to hone his skills as a mechanic and became a certified Kentucky school bus driver. He returned to Lextran in 2016 and became the first Training Manager. Jason is now the Director of Operations and has been in this position since 2019. In his current role, he focuses on the day-to-day operations of fixed-route service, manages transportation supervisors and bus operators, and ensures compliance across multiple regulatory bodies.
Nikki Falconbury joined Lextran in 2006 as a Staff Accountant. She became the Director of Finance in 2012 and later, after some organizational changes, absorbed the Human Resources department in 2020, officially becoming the Director of Finance & Human Resources. In her role she oversees a team who help manage the day-to-day aspects of the organization’s finances and human resources; she is also responsible for the development of an organizational operating budget of $33 million per year, budget analysis, grant management, payroll, multi-year financial plan, accounts payable, and accounts receivable. She serves as a member of the Finance Committee and Pension Committee and is Lextran’s Equal Employment Opportunity Officer.
